Since 1995, Tualatin Valley Fire & Rescue has fought over 35 major apartment fires in which: 18 tenants have died, 50 tenants have been injured, over 550 tenants have been displaced, and millions of dollars in property damage has occurred. In the majority of these fires the situation was made worse because there were no working smoke alarms. Additionally, 11 of the 16 fatalities died in a fire that did not start in their residence!

To develop strategies to increase awareness of the importance of working smoke alarms, Tualatin Valley Fire & Rescue secured an $85,000 federal grant. The grant provided funding to conduct:

"Multi-family housing is an environment in which a tenant can do everything right, and still be at the mercy of their neighbor's unsafe behavior."
