TVF&R encourages public contracting competition that supports openness and impartiality to the maximum extent possible.  All TVF&R contracts shall be based upon competitive quotes, bids or proposals subject to Oregon Revised Statutes Chapters 279A, 279B and 279C and the Attorney General Model Rules OAR Chapter 137 Divisions 46 through 49 except where specifically allowed or exempted by Board of Directors policy.
