Emergency Medical Technicians
All TVF&R's firefighters are licensed Emergency Medical Providers (EMPs). At a minimum, firefighters are required to maintain an EMT license. These licenses are maintained through the Oregon Health Authority (OHA), EMS Section.

There are three levels of EMR licensing maintained by TVF&R firefighters:
  • EMT - 38%
  • EMT - Intermediate or Advanced: 4%
  • Paramedic: 58%

Our EMPs provide patient care and treatment under the direct supervision of the District's Medical Director, Dr. Mohamud Daya, MD, MS..
Dr. Daya is the EMS Fellowship Director for the
Department of Emergency Medicine at Oregon Health & Science University (OHSU).

The Oregon Medical Board (OMB) determines the scope of practice for Oregon's EMRs. To review the skills authorized for each licensed level, feel free to read the Scope of Practice provided by the Oregon Health Authority/EMS Section.

Patient Treatment Protocols

To ensure the highest level of patient care is available to our customers, each response unit is staffed with at least one firefighter / EMT-paramedic according to the patient treatment protocols. This is a requirement for each unit, all stations, 24/7.
