Emergency Management at TVF&R

The goal of Emergency Management is to prevent or lessen the impacts of natural or human-caused disasters.  Be it an earthquake, flood, winter storm, or other major emergency, Emergency Management is responsible for ensuring that District staff and firefighters are trained and ready to respond.  Emergency Management also helps coordinate training exercises for the District's chief officers and Incident Management Team members and oversees the District's Fire Operations Center which may be activated during a major emergency.  The Fire District's Emergency Manager is a member of Washington County's Office of Consolidated Emergency Management (OCEM), which TVF&R hosts at its administrative headquarters.  The District also provides emergency management support to the cities it protects in Clackamas County.  In both Counties, TVF&R Emergency Management works closely with other emergency response and support agencies, including law enforcement, public works, and amateur radio.

Emergency management operates through four phases:

In addition to training our own personnel, Emergency Managers also work closely with other local and state public agencies in an effort coordinate response plans and tactics.  Recent major efforts have included Metro Shake, a region-wide earthquake exercise in April 2001 which tested the plans and procedures of over 60 public and private organizations, Quakex, a statewide exercise in April 2003, Red Rose 2, a regional terrorism exercise in May 2004, and Tipoff, a regional terrorism exercises in June 2006.  This year's events include joint training and an exercise with elements of the Oregon Army National Guard's 141st Brigade Support Battalion in March, and a large exercise at Maryville Nursing Home in May.  In addition, TVF&R will be an active participant in the large federal TOPOFF exercise in October 2007, involving much of the Metro region.

 

 

Emergency Management also lends expertise to local businesses, hospitals, schools, senior centers, and other organizations that want to develop emergency plans and procedures.  Emergency Management personnel participate in community events, safety fairs, and speaking presentations in an effort to inform our citizens about emergency preparedness issues.
